Toby earned a B.S. in Civil Engineering from Louisiana State University in 2008, where he specialized in water resources. He started his career as a student intern at Owen and White, Inc. in 2006 and was promoted to Vice President in 2021. In January 2024, he became the President of Owen & White, Inc. and in addition to engineering, he now oversees all corporate business activities, including management, finance, marketing, engineering, and personnel. Toby is a licensed Professional Engineer in LA, MS, TX, TN, and WV and is an active member of the Louisiana Floodplain Managers Association where he previously served as Vice Chairman and Chairman from 2016 through 2020.

David received a B.S. in Civil Engineering from Louisiana State University in 1993. He has been with Owen and White, Inc. a total of 15 years out of an engineering career spanning over 25 years which has included work for a multinational firm. He has been Vice President since 2018 and is responsible for client management, drinking water and wastewater infrastructure studies, funding acquisitions, design team management, and construction project administration. David is a member of the American Water Works Association (AWWA). David is a licensed Professional Engineer in the state of LA, FL, TX, TN, and WV.

Project Manager/Project Engineer
Joey is a Professional Engineer focusing in the design of wastewater treatment systems, pump stations, and water distribution infrastructure. His work includes the preparation of permit applications for governmental agencies and major utilities, as well as the evaluation and reporting of issues related to drinking water wells. He is licensed in the state of Louisiana and holds a Bachelor of Science in Civil Engineering from Texas A&M University, awarded in 2018.

Project Manager/Operations Specialist
Barry holds Bachelor of Science degrees in Business Administration and Civil Engineering and brings nearly 20 years of experience in public water utility operations and heavy civil construction management. He previously served for nine years as Water Facility Manager for Ward Two Water District of Livingston Parish, overseeing water production, treatment, and distribution for a system serving more than 25,000 connections. His background also includes 10 years of construction management experience with Cycle Construction Company. Barry is a Louisiana Department of Health Certified Water Operator with Class IV certifications in Water Production, Water Distribution, and Water Treatment. His combined operations and construction experience provides a practical owner/operator perspective on water infrastructure projects, with an emphasis on constructability, system reliability, and long-term operation and maintenance.
Michael earned a Bachelor of Science in Civil Engineering from Louisiana State University in 2022 and is a licensed Professional Engineer. His background includes coastal restoration and flood protection projects with the Coastal Protection and Restoration Authority, where he performed engineering analyses, prepared design documents, and coordinated with consulting engineers and construction contractors. Michael brings experience in engineering design, construction cost estimating, technical specifications, and project coordination to Owen and White’s water and wastewater infrastructure work. His technical background includes evaluating geotechnical and survey data and performing slope stability and settlement analyses.
Project Engineer
Jeffrey earned a Bachelor of Science in Engineering from Louisiana State University in 2019 and is a registered Engineer Intern in Louisiana. He supports the development, calibration, and refinement of municipal water distribution models, with experience on projects for Ward Two Water District and Assumption Parish Water Works District No. 1. His work includes data integration, model updates, and scenario analysis to evaluate system performance, identify potential deficiencies, and support planning and operational decisions. Jeffrey also has experience with ESRI ArcGIS and ArcMap for reviewing, organizing, and mapping water system information. These capabilities support the integration of GIS data with hydraulic models and the preparation of exhibits for engineering evaluations.
