TOBY J. FRUGE', P.E., CFM

President

Toby earned a B.S. in Civil Engineering from Louisiana State University in 2008, where he specialized in water resources. He started his career as a student intern at Owen and White, Inc. in 2006 and was promoted to Vice President in 2021. In January 2024, he became the President of Owen & White, Inc. and in addition to engineering, he now oversees all corporate business activities, including management, finance, marketing, engineering, and personnel. Toby is a licensed Professional Engineer in LA, MS, TX, TN, and WV and is an active member of the Louisiana Floodplain Managers Association where he previously served as Vice Chairman and Chairman from 2016 through 2020.

DAVID W. KOZAN, P.E.

Executive Vice President

David received a B.S. in Civil Engineering from Louisiana State University in 1993. He has been with Owen and White, Inc. a total of 15 years out of an engineering career spanning over 25 years which has included work for a multinational firm. He has been Vice President since 2018 and is responsible for client management, drinking water and wastewater infrastructure studies, funding acquisitions, design team management, and construction project administration. David is a member of the American Water Works Association (AWWA). David is a licensed Professional Engineer in the state of LA, FL, TX, TN, and WV.

STEVEN A. LINDERMAN, P.E.

Project Manager

Steven earned a Bachelor of Science in Civil Engineering from Louisiana State University in 2015 and a Bachelor of Science in Business and Supply Chain Management from Southeastern Louisiana University in 2009. Since joining Owen and White, Inc. after graduating from LSU, he has managed projects from funding through design and construction, specializing in potable water and wastewater systems. Steven is a licensed Professional Engineer in Louisiana and Texas and an active member of the American Society of Civil Engineers (ASCE).

Anna received a Master's degree in Mechanical Engineering from Vanderbilt University in 2015 and a Bachelor's of Science degree in Mechanical Engineering from the University of Tennessee at Martin in 2013. Anna specializes in mechanical design with an emphasis on the analysis of pumps and piping systems. Anna also has extensive knowledge with water tank rehabilitation and ground water well design. Anna is a licensed Professional Engineer in the state of LA and TN.

Joey is a Professional Engineer focusing in the design of wastewater treatment systems, pump stations, and water distribution infrastructure. His work includes the preparation of permit applications for governmental agencies and major utilities, as well as the evaluation and reporting of issues related to drinking water wells. He is licensed in the state of Louisiana and holds a Bachelor of Science in Civil Engineering from Texas A&M University, awarded in 2018.
