STEVEN A. LINDERMAN, P.E.

Project Manager

Steven received a B.S. in Civil Engineering from Louisiana State University in 2015, and a B.S. from Southeastern Louisiana University in Business and Supply Chain Management in 2009.  He has been with Owen and White since graduating from LSU.  He manages projects from funding through design and construction in a variety of potable water and wastewater projects. Steven is a member of the American Society for Civil Engineers (ASCE).

ANNA GILBERT, P.E.

Anna Gilbert received a Master's degree in Mechanical Engineering from Vanderbilt University in 2015 and a Bachelor's of Science degree in Mechanical Engineering from the University of Tennessee at Martin in 2013. Anna specializes in mechanical design and analysis of pumps and piping systems. Anna is a licensed Professional Engineer in the state of LA.

JOEY LUTZ, E.I.

Joey Lutz received a  Bachelor's of Science degree in Civil Engineering from Texas A&M University in 2018. Joey is a well-rounded engineer who has experience in roadway design, potable water design, and stormwater projects. Joey is a licensed Engineer Intern in the state of LA.

P. R. (RANDY) HOLLIS, P.E.

President

Randy received a B.S. in Civil Engineering from Mississippi State University in 1978 and a M.S. in Sanitary Engineering from Virginia Polytechnic Institute in 1979. Randy has been with Owen and White, Inc. since 1983 and has been president since 1988. He directs all corporate business activities involving organization, management, finance, marketing, engineering, personnel and supporting services. He also provides overview of all design activities for water and wastewater facilities. Randy is a member of the Water Environment Foundation (WEF), American Water Works Association (AWWA), Louisiana Engineering Society (LES), and American Society of Civil Engineers (ASCE).

DAVID W. KOZAN, P.E.

Vice President

David received a B.S. in Civil Engineering from Louisiana State University in 1993. He has been with Owen and White a total of 15 years out of an engineering career of over 25 years which has included work for a multinational firm. He has been vice president since 2018 and is responsible for client management, drinking and waste water infrastructure studies, funding acquisition, design team management, and construction project administration. David is a member of the American Water Works Association (AWWA).

TOBY J. FRUGE', P.E., CFM

Vice President

Toby received a B.S. in Civil Engineering from Louisiana State University in 2008 with a focus on water resources. He began Owen and White as a student intern in 2006 and transitioned to a project engineer after graduation. Toby is the lead stormwater hydraulic and hydrologic engineer, he and manages and designs potable water projects. He was promoted to Vice President in 2021. Toby is also a Past President of the Louisiana Floodplain Managers Association and continues as an active member of LFMA and the Association of State Floodplain Managers (ASFPM).
